Governor Cuomo will detail 2018 agenda in State of the State Address

ALBANY, N.Y. (18 NEWS) - Governor Andrew Cuomo will open the new legislative session with his state of the state address Wednesday afternoon.

He's unveiled 20 proposals over the last few weeks leading up to Wednesday's address.

One of those proposals - workplace sexual harassment will be a big talking point in Governor Cuomo's address.

It is no secret that senators and assembly members in the state have faced sexual harassment charges in the past. 

Often times, the cost of the settlements come at the expense of taxpayers and some state lawmakers say it's time for things to change and for legislators to be held responsible.

"I have people that work for me. I am responsible for their actions. So if I know that they are doing something unacceptable, I have a responsibility immediately to have that stopped. I don't think that has been as clear in the past as it should be," said Senator Neil Breslin.

In the legislation, some of these confusing aspects to the sexual harassment policies would be cleared up by having a uniform code for both houses. 

Taxpayer money would also be prevented from being used for settlements in sexual harassment cases.

Something also we'll we watching closely during the governor's speech - filling the gap. 

The state is facing a $4.4 billion budget gap for the upcoming fiscal year.
     
How will the governor respond? 
    
The Democrat and Chronicle reports Wednesday morning the gap is about $1.8 billion if, as planned, the governor keeps the state spending increase to less than 2 percent.

The governor is set to give his state of the state address at 1 p.m. Wednesday afternoon at the Empire State Place Convention Center in Albany.
