UPDATE: (11:00 P.M.) – The Elmira Police Department said an arrest was made Tuesday after a standoff on the 600-block of Dubois Street in the city.
On Tuesday, July 28, 2020, at approximately 2:30 P.M., Officers from the Elmira Police Department responded to a residence in the 600-block of Dubois St. for a report of a disturbance. Responding officers were advised that a male subject was destroying property inside of the residence. The First Officer on scene made contact with the caller who had already exited the residence. This person identified the sole subject inside of the residence as Stuart J. Spicer. Officers were advised that Spicer did have an active felony warrant related to a prior Domestic Incident. The Officer approached the residence and could hear a male subject inside and it sounded as if he was barricading the doors. A perimeter was set up around the residence as additional units arrived on the scene.
Officers did obtain further information from the caller about Spicer and his current state of mind. Officers on the scene then requested the assistance of Elmira Police Department Hostage Crisis Negotiators to negotiate a peaceful resolution. Due to known information and the unknown outcome of potential negotiations, members of the Elmira Police Department SWAT team were assembled in the event they were needed.
Attempts to contact and negotiate with Spicer over the next several hours were not successful, but he did make contact with family members as the hours went by. Less lethal tactical options were deployed and this prompted Spicer to exit the residence on his own and he was taken into custody without incident. There were no injuries sustained by anyone during this operation.
Spicer did have an active Arrest Warrant for Criminal Contempt 1st, Menacing 2nd, Criminal Mischief 4th, and Harassment 2nd. Spicer was additionally charged with a second count of Criminal Contempt 1st and Resisting Arrest based on today’s incident.
The Elmira Police Department was assisted at the scene by members of the West Elmira Police Department, Chemung County Sheriff’s Office, New York State Police, and Erway Ambulance. UPDATE: (10:00 p.m.) – A standoff on the Southside of the City of Elmira ended Tuesday evening. One person was inside the home on Dubois Street. Police have not yet released any details on the standoff or the person inside.
UPDATE (6:45 p.m.) – The standoff on Dubois Street is on-going with at least one person inside a home.
ELMIRA, N.Y. (WETM) – West Elmira Police are blocking Dubois Street at the Herrick Street intersection with SWAT officers on scene.
The location where police are at is on the 600 block of Dubois Street.
