BIG FLATS, N.Y. (WETM) — A suspect is in custody, and a victim is in critical condition after an hours-long standoff in Big Flats on Friday.

According to new information released by the Chemung County Sheriff’s Office, Theodore C. Swan, 34, of 171 Burkeshire Drive in Big Flats has been arrested and charged with Attempted Murder in the Second Degree.

According to the sheriff’s office, the arrest stems from a standoff that lasted over three hours in Big Flats on Jan. 20.

Police received a 911 call at 10:48 a.m. for the report of an individual who had been stabbed at 171 Burkeshire Drive.

Once on scene, deputies located a 29-year-old man who had been stabbed multiple times in the upper chest and one time in the arm.

Additional units were called to the scene, and aid was provided to the victim. He was transported to Robert Packer Hospital in Sayre, Pa., and remains in critical condition.

A police perimeter was set up as it was suspected that Swan was still inside the residence.

Swan was located inside after New York State Police utilized a robot to go into the residence and confirmed his location.

Around 2:15 p.m. members of the Chemung County Sheriff’s Office Special Services Unit (SSU) began to fire a chemical agent into the residence.

Police say that Swan failed to comply with demands to exit the residence but finally did so after chemical agents were deployed into the building.

Swan exited the rear of the residence and surrendered to sheriff’s deputies without incident.

Swan was arraigned at the Big Flats Town Court and committed to the Chemung County Jail in lieu of $250,000 cash/ $500,000 property bail.

Police say the investigation into the incident is ongoing by the Chemung County Sheriff’s Office Criminal Investigation Division and additional charges are anticipated against Mr. Swan.

Schrom said the victim of the stabbing was taken to a local hospital, and crews were trying to get the other person out of the house. Horseheads School District officials also confirmed that the Middle and Intermediate Schools were in a lockout as of 11:30 a.m.
