Christine Speciale, the owner of Tanner’s P.A.W.S, has filed a $5 million Notice of Claim against Steuben County, DA Brooks Baker, the City of Corning, and the City of Corning Police Department for violating her civil rights.

Speciale was charged with a hate crime, stalking and disorderly conduct charges after an incident on Sept. 22, 2018, after allegedly accusing an Amish vendor of animal abuse on Market Street in Corning.

Speciale’s Notice of Claim alleges that police officers publicly humiliated her and threatened to “tie her up.”

“The behavior of the police joining Mr. Stoltzfus to tie her up with a rope is disgusting and plainly shows that all of them have an extreme hate towards women.” says her lawyer Susan Chana Lask.
