Elmira City Councilman James Waters abruptly resigns


Elmira City Councilman James Waters has abruptly resigned after more than three years as a councilman.

City Hall tells 18 News that Waters, who represented the 1st District, resigned for personal reasons.

Elmira City Manager Michael Collins says Mayor Dan Mandell can appoint a new councilmember within 30 days, and if the seat is still empty after sixty days then a special election will be held.

18 News has reached out to former councilman Waters, but did not get a response.
