The Chemung County Sheriff’s Department arrested 28-year-old Robert Elford, of Elmira, Tuesday after they pulled him over on Lake Road in Elmira.
Elford was cited for possession of a controlled substance and aggravated unlicensed operation of a motor vehicle.
He will appear in Elmira Town Court on Nov. 9.
