NY Lawmakers pass teacher evaluation reform

Teachers unions in New York are celebrating a big victory.

The Senate and Assembly each passed a bill that separates student testing from teacher and principal evaluations.

The measure allows school districts and teachers to negotiate their own evaluation system that could still include standardized testing.

Opponents of the measure say tests show a clear picture of how a school district is measuring up.
