A Flood Watch in effect for Tioga (N.Y), Tioga (Pa.), and Bradford counties from Thursday night through Friday night. Heavy rainfall at times may cause poor drainage issues along with standing water in low lying issues. Concerns for areas along with the Susquehanna and Delaware River Basins.
High pressure off the mid-Atlantic coast keeps the Twin Tiers dry through the afternoon. As high pressure moves off to the east, clouds will begin to build in from the southwest, turning skies mostly cloudy by the late afternoon hours. A southerly flow will keep temperatures milder today. High temperatures reach the mid to upper-40s. Low pressure builds in from the south and brings rain to northeast PA first by the evening hours.
Rain overspreads the region overnight bringing heavy downpours at times. Thanks to a strong southerly wind flow, overnight lows will only cool off to the lower-40s under mostly cloudy skies.
Occasional rain continues for Friday and could be heavy at times. Total rainfall from Thursday night through Friday evening of 1-2″ possible. This may lead but higher amounts possible across Poconos and Catskills. Some urban and poor drainage areas may experience flooding this evening through Friday. Highs Friday in the mid to upper 50s. Rain my turn to snow late Friday night and linger into Saturday. Cooler and windy conditions will be the case for Saturday with highs topping out in the mid to upper-30s.
