The New York State Senate has approved legislation, sponsored by Senator Tom O’Mara, known as “Kirby & Quigley’s Law.”
The legislation establishes a felony crime for harming a companion animal during the commission of another felony. It is punishable by two years in prison and a $5,000 fine.
The Senate approved the legislation with strong bipartisan support by a vote of 59 to 2.
This legislation has been approved for the past five years, but the assembly is yet to act on it.
