There have been multiple eye witness reports about street lights that are out of service across the city of Elmira due to the overnight storm the Twin Tiers experienced.
The Chemung County and City of Elmira Department of Public Works would like to issue a friendly reminder to roadway users in regards to how to handle a non-functioning traffic signal.
Per New York Vehicle and Traffic law § 1117, traffic-control signals; malfunction, states the following procedure for a non-functioning traffic signal:
“Except when directed to proceed by a police officer, every operator of a motor vehicle approaching an intersection governed by a traffic-control signal which is out of service or otherwise malfunctioning shall stop in the manner required for stop signs set forth in section eleven hundred seventy-two of this title, and proceed according to the rules of right of way for vehicles set forth in article twenty-six of this title.”
This message is being provided to the public due to several accounts of motorists disregarding these vehicular laws during recent power outages throughout the City.
