The New York State Police have arrested two drug dealers out of the Hornell area.
Deangelo Phillips, 19, of 19 Arch St., Rochester was arrested and charged with Kidnapping in the 2nd degree (class B felony) and Criminal Possession of a Controlled Substance in the 3rd degree (class B felony).
The 31-year-old victim reported that he was tied up with bed sheets and threatened with deadly physical force.
Detric Marshall, 35, of 29 Portage St., Rochester, NY was arrested with Criminal Possession of a Controlled Substance in the 3 rd degree (class B felony).
Phillips was arraigned at Bath Town Court and remanded to the Steuben County Jail in lieu of $50,000 bail and $100,000 bond. Marshal was arraigned at Fremont Town Court and remanded to the Steuben County Jail in Lieu of no bail.
