Winds west 25 to 40 mph with gusts up to 60 mph possible. Peak winds Sunday night through midday Monday.
Damaging winds will blow down trees and power lines. Widespread power outages are expected. Travel will be difficult, especially for high profile vehicles.
The National Weather Service in Binghamton, NY and State College, PA have issued a High Wind Watch from 1 PM Sunday through 7 AM Monday for the following areas: Northern Oneida, Yates, Seneca, Southern Cayuga, Onondaga, Steuben, Schuyler, Tompkins, Madison, Southern Oneida, Tioga, PA and Cortland Counties.
Winds will be west around 25-40 mph with gusts to 65 mph possible.

A High Wind Watch means there is the potential for a damaging high wind event. Sustained winds of at least 40 mph, or gusts of 58 mph or stronger could occur.
