Chemung County won’t enforce paper bag fee

Chemung County Executive Chris Moss announced on his Facebook page that he will not recommend a 5 cent paper bag fee in the county.

Moss said after reviewing the state legislation, he feels that opting-in to the law would place “an additional burden to New Yorker’s who are already overtaxed.”

The New York state budget included a provision to ban single-use plastic bags and included an opt-in for counties to charge for paper bags.

According to the National Conference of State Legislatures, two cents of that fee would go to local governments and three cents would go towards the state’s Environmental Protection Fund.
