Carjacking, home invasion arrest

ELMIRA, N.Y. (18 NEWS) - A Mansfield man is in custody for killing one person and trying to kidnap another.

The Chemung County Sheriff's Office says a woman in Corning was on her way to work at Lando's when Curtis J. Burrows, 32, approached her in the parking lot.  The two apparently knew each other through social media.  Deputies say Burrows tried to kidnap the woman at gunpoint, but she was able to get away.

Burrows then stole the woman's vehicle and drove to a relative’s residence in East Corning but left shortly after arriving there.

From East Corning, deputies say Burrows crashed the stolen vehicle on Jolly Road in Steuben County, near the Chemung County line.  He then approached another residence, presumably in an attempt to steal another vehicle.   He was observed by the homeowner, who called police and reported Burrows had a gun.

Burrows fled that residence and ran away on foot.  Authorities say he ended up about three miles away and forced his way into a residence on Reasor Hollow Road in the Town of Big Flats. He then confronted the homeowners, shooting one.  That person is identified as Timothy R. Webster, 60, who subsequently succumbed to his gunshot wounds and was pronounced dead at the scene.

Sheriff's Deputies and State Troopers responded to the Websters' residence. They were able to get a description of the stolen vehicle, which was then sent out to law enforcement in New York and Pennsylvania.

The vehicle was later located near Burrows' residence on Route 6 in Mansfield.  When Burrows noticed police in the area, he fled in Webster's car, crashing it.

Burrows then attempted to flee on foot and was subsequently picked up by a passerby. The individual took Burrows to Soldiers & Sailors Hospital in Wellsboro, Pennsylvania. After dropping Burrows off, the driver notified police of the encounter.

Burrows was apprehended at the hospital by the Wellsboro Police Department and was taken into custody without incident.

Chemung County Sheriff's Office held a press conference Friday afternoon in regards to the events.  See video of the full press conference below:
