Elmira woman charged with welfare fraud

ELMIRA, N.Y. (18 NEWS) - A 43-year-old Elmira woman is facing felony welfare fraud charges after it's alleged that she collected over $16,000 in benefits which she was not entitled to receive.

Debra Palmer was arrested after an investigation conducted by the Elmira Police Department, in conjunction with special agents of the Social Security administration office of the inspector general. 

The investigation found that Palmer filed fraudulent paperwork with the Chemung County Department of Social Services, and as a result, received $3,675 in food stamp benefits for which she was not entitled to.

Additionally, Palmer also allegedly failed to notify the Social Security administration that she had returned to work and was receiving income from employment while simultaneously receiving Social Security disability benefits totaling $13,216 which she was not entitled to receive. 

Palmer is charged with welfare fraud in the third degree, offering a false instrument for filing in the first degree, and two counts grand larceny in the third degree, all felonies.
